City and Town Laws of Limaru and Losning

Definitions

  1. Town - A town is defined as a residential, commercial, or industrial area not exceeding 400 by 400 blocks. A town generally should not have more than 5 railway or metro stations.
  2. City - A city is any area larger than 400 by 400 blocks.
    1. If the town’s shape is different (e.g. a triangle/circle/polygon), then instead of the 400 by 400 blocks calculation, the area of 160,000 blocks squared will then be used.
  3. State government - Towns, cities or larger groups of governed land that operate under Limaru.
  4. Local government - Lower subsidiaries of the State government who govern localised parts of the whole State’s land.
  5. Leader - A person who owns a city or town.

Town Creation

  1. For the creation of a Town, the owner of the town must have a rank of at least Builder and must be active. If the town is bigger than 200 by 200 blocks, at least 1 other active builder or above rank must be a co-owner of the town.
  2. Once at least 80% of the area in the town is used up, the town may then extend to a maximum of 400 by 400 blocks with no prior approval
  3. If said builder would like to create a sub-town within his town, i.e. a town with another architectural style, he MUST inform staff of the new part.
  4. All expansions to towns must benefit the server world financially and/or culturally, at least, in lore.
  5. The approval of at least three players of either rank Veteran or Prefectural Leader or above is required for a town that does not meet the above requirements.

City Creation

  1. The owner of the city must have a rank of at least Architect/Engineer and at least 3 other active builders or above rank must be co-owners of the city.
  2. The city has a maximum starting area of 600 by 600 blocks. A hard maximum area of 1500 by 1500 blocks for the city is also required to prevent any city from becoming too big such that no space is left for other towns and cities, although this maximum area can be increased when at least 90% of the area is built up and under a public vote.
  3. The approval of all the server owners is required for a City that does not meet the above requirements.
  4. All cities are required to submit a land use diagram which will roughly describe how the land in the city will be used. This must be approved by the 4th-tier staff before the city is officially registered and established.

Powers of Towns and Cities

  1. Towns and cities would be able to set up State and Local governments.
  2. State and Local governments would be able to create laws that apply to parts of or the whole territory of the State.
  3. The Limaru server would recognise State parliaments and congresses in the making of its bills, meaning established State governments can host Limaru parliament sessions in their own houses of parliament.
  4. State governments would be required to make Local governments, but State governments can be made without Local governments.
  5. Setting up sub-governments is completely optional.
  6. State governments are still under the rule of Limaru as the server.
  7. State government and Local government bills can be overruled by Limaru parliament session bills
  8. State and Local governments don’t need a lot of ministers or governors. The only requirements are that the State and Local governments propose bills that positively change the direction of the affected area.
  9. Any contradictions to other State or Local governments outside of the town or city must be negotiated in hearings or settled in a Limarusian bill.
  10. State and Local governments’ priorities are issues within the town, city or controlled area.
  11. Towns and cities may build borders, but they are limited to the options stated in the Town Border Act 2020 [PN].
  12. State governments can:
    1. Set up parliament houses for Limarusian sessions.
    2. Establish laws affecting the governed area through bills.
    3. Establish Local governments.
    4. Govern law enforcement, emergency services, Local governments and relations between other towns, cities and larger governed areas.
  13. Local governments can:
    1. Establish laws affecting a selected part of a governed area through bills.
    2. Govern education, garbage collection, local events, city infrastructure and zoning, and population requirements.
