Preamble
We the People of these Prefectures of the Federal Republic of the Union of the Kingdom of Emmaru and the Republic of Lipan, and of the Unitary State of the Republic of YJJ City, in Order to establish a more unified Republic, establish Justice, insure domestic Tranquillity, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the Federal Republic of Limaru and the Republic of YJJ City, hereby known as the Two Republics.
Article I.
Section 1.
All legislative powers herein shall be vested in the Parliament of the Two Republics, which shall be unicameral.
Section 2.
The Parliament shall consist of all Residents of the Two Republics, and the One who Pays for the Server, known as the Payer thereof. If the number of Seats in the Parliament is less than the number of politically active Residents, the Parliament shall transform into a Representative Democracy, where an election every six months is to be held to determine the Members of Parliament who are each allowed one vote in each Bill presented.
Section 3.
Parliament sessions shall be done in the official language of the Server, English.
Section 4.
The Parliament shall have the power to lay and collect Taxes, Duties, Imposts and Excises, to pay the debts and to provide for the common defence and general welfare of the Two Republics;
To regulate Commerce and establish Relations with foreign Nations;
To provide a greater Experience on the Server with the Installation of external Software; To declare War, grant Letters of Marque and Reprisal, and make Rules concerning Captures on Land and Water; To raise and support Armies;
To provide and maintain a Navy;
To make Rules for the Government and Regulation of the land and naval Forces;
To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions;
To make Laws which shall be necessary and proper for carrying into the Execution the foregoing Powers, and all other Powers vested by this Constitution in the Government of the Two Republics, or in any Ministry or Officer thereof.
Section 5.
The Parliament shall not have the power to harm the integrity of the server software;
To attack the server;
To close the server;
To transfer the ownership of the server away from The Payer and their allies;
To form a new server under the Parliament;
To make laws which shall provide for attackers to harm the Server.
Article II.
Section 1.
The Executive Powers shall be vested in the President of YJJ City, the President of Lipan, the Emperor of Limaru, and the Prime Minister of the Server. The two Presidents and the Emperor shall hold perpetual office until death, abdication, resignation or when deemed unfit to serve. The Prime Minister shall be elected every six months and serve as a fourth Owner. The Executive Powers shall veto against all bills that are found to go against the Constitution.
Section 2.
The Executive Powers shall serve as the Commanders in Chief of the Limarusian Armed Forces, and any one of Them shall have the Power to grant Reprieves and Pardons for Offences against the Server and the Two Republics, except in Cases of Impeachment.
Section 3.
The President, Vice President and all Civil Officers of Limaru, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other High Crimes and Misdemeanors.
Article III.
Section 1.
All Members of the Server shall be treated equally in Law. No Member shall have greater Privileges over another Member. Members shall be free from racism and derogatory remarks put forth against them.
Section 2.
The Constitution is the most Supreme Law, of which all previous and future laws are bound. Laws, federal, state, and local, that are found to be inconsistent with the Constitution by Courts of Law, shall have no effect.
Section 3.
Laws duly passed by lower Courts of Assembly and Law shall supersede laws passed by the Parliament of Limaru in their Territories concerned within the Federal Republic of Limaru. Federal law shall be applied whenever Local Laws do not cover such topics.
Section 4.
Laws passed by the Parliament of YJJ City for the Republic of YJJ City shall supersede Laws passed by lower Courts of Assembly.
Article IV.
The Ratification of the Convention of Parliament and three Executives who had subscribed their names below shall be sufficient for the Establishment of this Constitution between Members of the Server so ratifying the Same.
